The Delhi High Court recently stated that imposing a “complete ban” on students using smartphones in schools is neither practical nor desirable.
Justice Anup Jairam Bhambhani, while issuing guidelines for the regulated use of smartphones in schools, emphasized that students should not be prohibited from carrying smartphones but their usage must be controlled and monitored.
The Court suggested that where feasible, schools should arrange for safekeeping of smartphones, requiring students to deposit them upon arrival and collect them when leaving.
Key guidelines issued by the Court include:
- Smartphones should not interfere with classroom teaching, school discipline, or the overall learning environment. Their use in classrooms must be prohibited, and the camera and recording features should be restricted in common areas and school vehicles.
- Schools must educate students on responsible digital behavior, online etiquette, and the ethical use of smartphones. Students should also be counseled on the risks of excessive screen time, social media addiction, and cyberbullying.
- The policy should allow smartphone use for essential connectivity related to safety and coordination but prohibit usage for entertainment or recreational purposes.
