Himachal Pradesh has recorded a literacy rate of 99.55 percent under the New India Literacy Programme (ULLAS). The state was honored on Tuesday, coinciding with International Literacy Day, receiving a national award for its progress in the field of education. Rohit Thakur, Himachal Pradesh’s education minister, accepted the award on the state’s behalf in New Delhi and thanked teachers, students, and government officials for helping achieve this milestone.
ULLAS, which stands for Understanding Lifelong Learning for All in Society, was launched by the central government in 2022 as a nationwide effort to deliver basic education and functional literacy to non-literate adults aged 15 and above.
According to the state education minister, Himachal Pradesh ranks second in the country, trailing only Goa, which holds the top spot with a 99.7 percent literacy rate. As per an official statement, Himachal Pradesh had already been declared fully literate on September 8, 2025, at which point it had achieved a 99.3 percent literacy rate.
