The Assembly introduced the Assam State School Education Board Bill, 2024, aiming to establish a new governing body for education up to Class 12.
On Wednesday, the Assam government proposed consolidating the state boards for Classes 10 and 12 into a unified entity responsible for managing secondary education.
As per the bill presented in the Assembly, the merger of the Board of Secondary Education, Assam (SEBA), and the Assam Higher Secondary Education Council (AHSEC) will form the Assam State School Education Board (ASSEB).
The legislation’s preamble outlines its purpose as regulating, supervising, and advancing secondary education in Assam by combining the existing SEBA and AHSEC.
Under the ASSEB, a chairman, appointed by the government, will lead the board, with individual vice-chairmen overseeing respective divisions, also nominated by the government.
Comprising 21 members, each serving a three-year term extendable for an equivalent duration, the new board aims to elevate and oversee the standards and quality of school education in Assam, as articulated by Education Minister Ranoj Pegu in the Statement of Object and Reasons of the Bill.
The decision to merge the boards was made during a November meeting of the state cabinet chaired by Chief Minister Himanta Biswa Sarma.
It’s worth noting that SEBA traditionally administers Class 10 board exams, while AHSEC manages Class 12 examinations.
